Voting rights for Pool token holders

Hello,
I wanted to know why POOL tokens that are locked in the pool apparently have 0 voting power (my POOL are in the pool). So when I go to vote, I have 0 POOL voting power. Shouldn’t all POOL tokens that are locked have full wallet value for voting?

Thanks for your help. Snapshot is cool.
Is this the best space to ask general questions? I tried using Telegram but don’t have permission to ask questions.
Is PoolTogether running on L1 currently? Curious which L2 is being sought.
